I have iphone 6s. When starting the app for Apple Support, the app must be updated, but my iphone cannot upgrade to ios13. So I cannot use the Apple Support app.
Please advice.

No one can update to iOS 13 right now with the release of iOS 14.
If your iPhone says you're up to date with iOS 12 (currently 12.4.9)
then you do not have a 6s or 6s plus, you have a 6 or a 6 plus..
iOS 12 is the end of the line for these models.
If you want/need to run newer iOS versions, you'll need a newer iPhone
You can check your model by going to Settings > General > About
