My iMac belongs to the late 2013, I hope to be upgraded to the Big Sur, as I realised I cannot download the latest Garage Band. T_T

it will be helpful to rally up those who have 2013 iMac to have this request done?
as I have reformatted and update it to Catalina, I will want to ensure that iMovie and GarageBand updated apps can be downloaded and use too..

It wouldn't help

FWIW, some GarageBand users prefer the pre-Big Sur version.

We would have a better chance of getting hit by lightning in Antarctica
than seeing Apple change Big Sur requirements.
And by the way, I purchased a new 2020 M1 MacBook Air (8 CPU/8 GPU)
last Sunday and it quite literally blows away my late 2013 27" iMac. Even
Intel apps under Rosetta 2 run twice as fast or more! M1 version of apps
leave the Intel versions in he dust! At 2/3 the cost of a new base iMac
which it also outperforms, except for the fully tricked out i9s, it is currently
a bargain indeed!
The late 2013 iMacs cannot be upgraded to Big Sur and
and nothing can or will be done to change that.
