Activation lock ipad

I have bought a second hand ipad generation 2 at a goodwill and it is locked. It has part of the hotmail email address of the person that it belonged to but I don't know how to contact them to ask them for their sign in to unlock it and put in my credentials. What can I do? I looked up the IMEI number and it is not reported as stolen or lost so I just need to know what I can do to be able to fix this situation.

Ask the people at the Goodwill to contact the previous owner or give you a refund. The activation lock is an anti-theft measure, and no bypass methods are available to you; not all crimes are reported.
