Can not pair apple watch to phone

Hi, I have a new Series 3 watch and I am trying to pair it to my iPhone XR.

My watch is stuck on the circular icon with information on the outside of the circle and the apple logo in the middle.

My phones watch app only allows me to pair. when i try and "set up for myself" it says put on your apple watch and hold it up to the camera, align it with the viewfinder below..... but the camera is not on.

If i say pair manually it asks me to tap the "i" on the watch but there is no "i" as im just on that circular screen with no other options.

Any ideas?
