how do i get my phone off this screen that just says support.apple.com/iphone/restore some places say it is in a boot loop but when i try any of the things to fix it they say it dosent work

You need to restore the device. It will have to be put into Recovery Mode. See this, If you see the Restore screen on your iPhone, iPad, or iPod touch - Apple Support
