I do not want to sign up for Apple Pay. The latest update says I must. I have no service unless I sign up. I have Apple ID and do not want to use Apple Pay. My phone won’t work without it though. Texts won’t send. Please advise.

You will have an option to Set up Later (Which you never have to if you don't want to) or ignore it. It is not mandatory.

I have never heard of a mandatory sign up of Apple Pay. Can you please clarify what you are seeing on your screen?

Cellular update failed, text and calls won’t work, then it guides me to complete the Apple Pay information.
Ignore it.
