Apple-ID password

My mum forgot her Apple-ID password and she is currently unable to use any messengers(including Viber, Whatsapp etc.).She doesn’t remember her original e-mail nor the answers of the questions.Also,she cannot remove the Apple-ID to make a new one.In Ukraine(where we from) professionals said that the only solution is to write to Apple Support.I look forward to hearing from you, because we don’t have any other option.We really need your help
