Internet Tethering not working except via iTunes

Since the upgrade to 4.0 ... my internet tethering does not work. I tried everything and then when I started iTunes, it suddenly worked. Is this something new? I prefer tethering instantly not having to start iTunes as I don't want to wait for the software to start and then to cancel the sync etc .... is anyone familiar with this situation?
