my late 2013 27" i5 iMac. Intel apps in Rosetta 2 run twice as fast and based
on my benchmarks are generally comparable to running them on anything
but on the top end i9 iMacs, iMac Pro, or MacPro. And all that without a fan!

Not according to VMWare.
You'll have to check with the makers of Fusion to see what its system requirements are.
If you have an M1 MBA, VMWare Fusion is not yet compatible. It is compatible with Big Sur.
What is MBA?
