Bookmark Icon stuck on my Home Screen

I have a bookmark Icon on my home screen that I would like to delete, however the the icon will wiggle but for some reason no 'x' appears in the top corner.

The bookmark icon is NOT a white grid with gray lines.

I have tried settings>general> reset>erase all content and settings and It did not work.

I have tried to go to settings>general> but could not find the restrictions there, I am using IOS 14.2

It is so frustrating to have icons on you home screen that you have no use for.

Anyone there who could help

You can also delete through the quick actions. To do this, touch and hold the bookmark icon briefly to open a quick actions menu. If the icons start to jiggle, tap Done at the top right and then try again.
