Forgot passcode while setting up new ipad

Don’t have computer..do have. . iPhone and old iPad.

what do I do?

You will have to borrow a computer from a friend or family member or make an appointment at an Apple Store or an AASP and ask for their help. You must use a computer to erase the device.

If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
