iPhone 6 is not updating software. Latest software version is 12.4.9 and whenever I I check for available updates it says “Your software is up to date”

My iPhone 6 is not updating is software. The available storage is 9,97 GB and the latest software version is 12.4.9. I live in Greece and could use some help.
