Your profile shows using an iPhone , delete the photos permanently from iPhone https://support.apple.com/en-in/HT205856

They will be deleted from iCloud.com also you can check from a web browser sign in with same Apple ID and password of your iPhone at www.icloud.com

You wrote - possibly not need as much storage .

What does it mean you want to upload more data apart from photos in iPhone to increase the iCloud storage space .
