Which kind of album are you asking about? A standard album you created yourself?

Currently it is really not easy to drag a photo from the bottom of an album to the top of the album. You have to do it in several steps.

  • Drag the photo to the top of the window.
  • Scroll the window down.
  • Grab the photo and drag it to the new top of the window.
  • Repeat it, until the window is at the top of the album.

This is tedious, but the only way that is currently working. You may want to send a feature request to Apple to fix this. https://www.apple.com/feedback/photos.html
