iPhone XR taking long time to connect to call when dialing out

why is my iPhone XR taking forever to connect to a call when I call someone? Messages go through just fine but not calls and sometimes I can’t receive calls either but Messaging is fine. I’m all paid up so that’s not the problem. Also it won’t let me turn on WiFi calling even though I’m connected to WiFi.
