How can I create a new iCloud Account?

Do you have an Apple ID set up? If YES then you have an iCloud account associated with it.
On your iPhone, open Settings ➔ Apple ID (Your Name at Top) ➔ iCloud: Here you will see what is synched on iCloud and what is not. If you do not have an Apple ID then you go to ➔ www.appleid.apple.com and create one.
