Very simple- I used the macOS in Hebrew languages, the Touch Bar doesn’t sync to the system.
For example: brightness and audio level is incorrect.
If I choose a full brightness on Touch Bar, it’s actually show a full level on Touch Bar but on the screen it’s in the middle of scale. I attach picture describe it.

Look at >System Preferences>Display> turn off auto adjust brightness
Change the brightness on your MacBook Pro display - Apple ...
if you think this is a Touchbar issue: Try resetting the SMC https://support.apple.com/en-us/HT201295
