After iOS 14 update the plus button won’t come up

I'm assuming you mean to do this on your iPad with iPadOS 14 ...

Is your iPad screen locked in Portrait orientation? To add widgets, etc., your iPad screen must be in Landscape orientation!

Change or lock the screen orientation on iPad - Apple Support

If it is in Landscape, Open Today View

by doing this: Swipe right from the left edge of the Home Screen or the Lock Screen.

Then, touch and hold the Home Screen background (anywhere between the app icons) until the apps jiggle.

Now you should see the plus (+) sign in the top left corner.
