The simple answer is that you need to connect your iPad to a PC (with iTunes installed) or a Mac computer (with iTunes or Finder - as appropriate for the installed version of macOS). When your iPad is connected, it should be recognised by your computer - and iTunes will proceed with remote activation of the iPad.
