if my apple id is locked will my photos still be uploaded into icloud ?

The Apple ID is locked from server , once it is not opened with the help of apple support or if you have entered incorrect Apple ID credentials multiple times as explained in the article https://support.apple.com/en-in/HT204106
The photos can't be uploaded , how Apple ID is created you need an email address say set up with gmail account , like example1@gmail.com this is signed in Mac system preferences , the photo box is turned as on to sync with iCloud https://support.apple.com/en-in/guide/icloud/mmb1de40d9/icloud
Or if you are using an iPhone , the same way photos are synced , the Apple ID address is used to sync with iCloud domain , once the account is locked from server it shows as zero account and inactive on apple servers , so that has to be opened , in short photos will not be uploaded once account is locked .
