Which Settings?
Do you mean the Settings screen? This is a bug, and it should be fixed ASAP. Not being able to contact someone most certainly is something that needs to be fixed.
Try the following...
And then...
Contact Apple Support:
If they do not show up after a restart, then give Apple Support a call. They will see this from their side and will run you through the fix.
Apple Phone Support:
- Contact Us - Choose Locations
- Proceed from there as Necessary
Why the Wait?:
It may take a while to get through to Apple Support. And that makes sense because many are at home at the moment working out of the house or taking classes at home (due to the Coronavirus Pandemic), thus giving them more time to contact Apple Support. So, just stay on the line, and you will get through :)
