Have your sister take the phone back to the colleague and have them do this What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support

No device is allowed to create more than 3 free iCloud accounts. That cannot be changed nor undone. You can use another Apple device to make an AppleID using an email address you already have and then use that AppleID to sign into iCloud to make an iCloud account. You can then use that iCloud account on the device that has reached its lifetime limit.


The limit is merely to how many free iCloud accounts can be created on a device, not how many existing iCloud devices can be signed into a device.
