Can you find an iPad that is not connected to wifi?

For location services to function, the iPad must either have an active WiFi or Cellular connection. Without either, the Mk1 Eyeball is the most effective method of finding your device.

Use the Find My app to locate a lost or stolen device – Apple Support

Facilities to manage/recover a lost or stolen device are predicated on Find My iPad being enabled on the device before it was lost.

You don't.

The iPad has to have tge Find My feature active and a connection to a wireless network for the Find My feature to work on other iOS devices and a Mac to locate your device.
