Why can't I use apple pay on the Nike website

I applied for an apple card to buy 75 at nike on October 25 for a 75 rebate. I spent 86.51 and a 75 rebate. Later, the price of the clothes was reduced and I refunded me 14.27, and the refund of 75 was not refunded. I can't use Apple pay when I buy things again. Now that one month has passed, what should I do to successfully refund 75? Thank you.
