Do both phones have to have sims?

I am getting a 2nd gen iPhone SE and had planned to transfer my old SIM to it. Can I still transfer files from the old phone without it having a SIM?

Yes, the old phone will continue to work without a SIM; it will essentially become an iPod Touch. iPhones don’t store any data on the SIM, so you can’t use it to transfer data.
