How can I restore my deleted notes from my iCloud in case I couldn’t find them in recently deleted section

I recently bought a new Iphone 12 Pro Max and I transferred all my notes from my old phone by Airdrop, Cause I didn’t know how can I transfer them, and then All my notes were in my macbook and new Iphone, but I wanted to delete those notes from my old phone and I started to delete them all!!!! (I thought they will be in my new phone) after I restored my old phone and deleted all information, all those transferred notes were disappeared from my macbook and new iphone!!!! What should I do? i tried iCloud.com as well in case to restore deleted items but there wasn’t any deleted notes there, I really need those notes!!! Is there any way to restore them?!!! I will appreciate if you can help me, thank you
