I erased the Apple Watch from my devices on icloud but the apple watch will not work with new phone. Nothing appears on my devices from icloud.

Hey all! Having some issues here. I'm trying to sell my Apple Watch Series 5 to someone but they're not able to use it because it's saying it's linked to my iphone. I recently switch to Samsung and no longer have the iphone. I also followed the instructions and removed the Apple Watch from my devices on icloud. Still doesn't seem to work. Does anyone have any more suggestions?
