Once you delete photos from iPhone they are kept up to 30 days after that they are erased permanently from iPhone and iCloud https://support.apple.com/en-in/HT205856

Regarding restoring of photos if you have a Mac don't delete the photos from iPhone , rather transfer them to Mac https://support.apple.com/en-us/HT201302
