It may take some tricky timing but I would think

once you select the Windows drive in the boot manager

and as soon as the screen goes black, press the keys

for Windows safe mode.

Did you try multiple consecutive boots into Windows?

Usually if there is some Windows issue doing that kicks

you into the Windows "recovery" where you can chose

the various startup options, i.e. boot normally, repair

Windows, re-install, etc.. AT least that's what it did the

last time I had a boot issue with Windows 10.

Alternatively, create a bootable Windows installer and

initiate recovery from it.

I think Win10 now is supposed to automatically enter the Advanced Boot menus when it is reboots after an incomplete boot. I think it was a mistake for MS to remove the F8 hot key for booting to the Advanced Boot menu as that is an extremely useful feature. Of course I haven't had any success fixing Windows boot issues for the last several years so I guess it doesn't really matter if F8 no longer works.

If you are unable to access the Advanced Boot menu then you will need to boot from a Windows USB installer as @woodmeister50 mentioned. I don't know if a standard Windows USB installer will work on a Mac due to possible driver issues. I also don't know if you can make a compatible Win10 USB installer for this system on another Mac (again if Boot Camp Assistant customizes the drivers for a particular Mac).

Did you create a backup or backup image/clone of the Windows partition you can use to "fix" it? Our organization uses WinClone to do this so you may want to consider this for future reference as it won't help you now. This only works as long as you don't change the partition layout at all.
