Password issue

Good day, I can’t download any apps, it shows I have to set the password but I forget the iCloud password , I press forgotten password , it shows I have to put the passcode I put it it shows “ wrong” I put my phone number so I can reset the password , but I got pop up message ( unknown)

what is the problem , I need to reset the password please so I can download apps
