The Amazon Prime app requires iOS 12 and later now.
The Netflix app needs iPadOS 13 and later now.
If your iPad Mini is still running iOS 11, you need to connect your iPad to a Mac or PC computer, connected to the Internet, and download and install the latest iTunes and let iTunes upgrade your iPad Mini 4 to the latest iPadOS 14.
If a much newer Mac and macOS, the you connect that iPad to the newer Mac and use the macOS Finder to do the iPad uograde to the latest iPadOS 14.
Best of Luck to You!

I have Netflix on my iPad, so I don’t know about your problem. Can you (possibly) send a screenshot? You could also try Netflix online, though it would (hopefully) open it in the App Store for you. And try searching for “Prime Video” instead of Amazon.
I have tried going to Netflix.com and it forces you to click on Get the app, when I do, the app comes up but the cloud for download shows up grayed out. This is the same for Amazon, amazon prime video and the Weather channel.
Long shot: Do you live in a part of the world where some apps are blocked by government edict?
I just did a search for "netflix for ipad" on an iPad 5Gen running iPadOS 14.2. Netflix and Prime apps showed up as the two top hits.
For more info. I had these apps on this iPad but I did a factory reset and now can’t seem to get them. If I use Netflix.com or amazon.com, the app appears but the cloud to dowm
nload is grayed out. It is a mini iPad 4 on iOS 14.
Hmmm... Maybe try settings age restrictions to off, or to whatever the age need for the apps is. That could possibly fix the problem. To do so, go to App Store > Tap your profile picture > and tap the option where you can set age.
Thank you for your help. Even though my settings said I had iOS 14.2 apparently it had not fully installed. So I updated again and now it works. I think it was recognizing ios11 and not 14.2. Thank you and everyone for their ideas. I appreciate the help.
I am already on iOS 14. Any ideas??
Try a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons.
Good Luck!
This didn’t work. Any other suggestions around settings? Or anything else?.
Did you try quitting the App Store app in the iOS/iPadOS App Switcher by sliding a finger upward on the app window, then try relaunching the App Store app?
Yes. And with no success. This is so strange. No error , they just don’t come up in the list of choices in the App Store
Can you send me a screenshot of your software update in the software update page in settings? What I mean is that go to Settings > General > Software Update, and take a screenshot there.
Good news. Thank you for the followup. That helps others.
Glad to hear it! Have a good day and thanks for using Apple support communities.
