How do I send and receive calls from my MacBook

I have a MacBook Air (Retina, 2020) and an iPhone SE 2020. I want to make and receive calls from my MacBook but when I try to search it up on how to do so, it says to go to [Settings > Phone > Calls on Other Devices, then turn on Allow Calls on Other Devices.] The thing is, [Calls on Other Devices] doesn’t seem to be an option in my settings. Other websites say to do something with FaceTime settings but where I live, FaceTime is disabled. Any suggestions on how I can resolve this issue?

iPhone calls on a Mac are handled by FaceTime, only. So if you cannot access FaceTime, you’ll need to use your phone to make calls, not your Mac.
