WiFi private addresses automatically set by new iOS software

Since the new iOS automatically sets a private address for each WiFi network available in my area, can my iPad’s MAC address be seen by these other WiFi networks that I don’t connect to? For example, since a unique private address is now set for my iPad on my neighbors’ private WiFi network, can my neighbor now view my IPad’s MAC address or track my network activity.
