Time Machine Backup

I presume time machine does incremental backups. I run it monthly for the past couple of years. Would it make sense to delete the backups and then run a new and complete backup? This would exclude all that data deleted through the years.

There’s really no need for that. Time Machine will delete older back ups as needed to free up space. It does recursive back ups, but diminishes the frequency for the older ones (ie keeps hourly week, weekly for year, then monthly for as many years as you have space).
