Accent menu appearing and disappearing

The accent menu appears and disappears. Only one option appears whilst it is open (the capital letter for the character).


I'm pretty sure this started with macOS 11, but I can't be 100% sure. I've tried the steps here.

I was using Maori! I also now remember why I shifted to it. You can press Option+Vowel to macron mark. I feel foolish now. It does seem odd that it would not be available at all with that keyboard, but I suppose the assumption is you don't need any of the accent marks if you're using a specific keyboard for a non-English language that utilizes macrons.
