Connecting MacBook Pro to external Display

I tried to connect my MacBook Pro to Samsung external Display as suggested, but I couldn't find Arrangements tab in Display Menu.

Pls advise how to enable the same.

You did not say what model/year computer, what connection type, or what version operating system.
