iPhone 11 stuck in RECOVERY MODE with FULL STORAGE. Is there a fix??

I tried everything! Third party says they have not found a fix, is apple going to find a fix? Will they come up with an iOS that does not require so much space in order for us to update an iPhone with full storage stuck in recovery mode?!!

Since my iPhone is so full, I can't update my iPhone with iTunes! Only way is to restore the phone, but I don't want to restore because I have so much pictures on my phone that I want to keep.

Apple??? PLEASE HELP!

iPhone 11 Pro Max, iOS 13

I am assuming that you do not have a backup file on iCloud or on a computer. Is that correct? Do you use iCloud for Photos? The reason that I am asking is that if you had a backup file then you could have easily restored your iPhone to factory settings and then just used the backup file to make the iPhone current.
