I've tried to change my billing address on my laptop and iOS devices to no avail. The edit tab within account information that is next to the billing address directs me to an "Edit Payment Information" tab that does not give me the ability to change my billing address. I have changed my shipping address successfully on iCloud page which was simple enough. What is the issue with billing?

You can click the blue Edit payment methods in the article below. When signed in and the page loads, you will be on the credit card page. After updating that, click the Go Back button at the lower left and you will be on the address page.
I followed your instructions and clicked on the "edit" link as seen in the first screenshot taken within the Music app. That link directs me to the "Edit Payment Information" page. I included a screen shot of this page to show that I am not seeing any way to modify my billing address from this page. I've opened up the "Remove Apple Card" link and tried the "Go Back" button too. Nothing seems to take me to a place where I can edit my billing info. I've tried using the Store, iCloud browser and my iOS devices. Nothing seems to work for so far.
