Apple Watch won't connect without wifi

My Apple Watch says I need to turn on wifi but my wifi is on. Will it not pair with just bluetooth when I am not on a wifi network? It says it should connect with just bluetooth but I get an error saying to turn on my wifi. Lets say I am driving down the road and no wifi. My watch will not pair and gives the error to turn on wifi. Is this normal?

Try resetting your network setting on your iPhone and then rebooting your watch.

iPhone>Settings>General>Reset>Rest Network Setting

Note: You will have to re-log into every wifi network you use.

Once the phone is in the boot cycle, hold in the digital crown and side button on your watch for 10 seconds until you see the Apple logo.
