Hello Bucklian,

Welcome to the Apple Support Communities, and wee understand wanting to upgrade the security of your Wi-Fi for your iPad and will explain.

WPA3 security will need to be set by your router or access point for your Wi-Fi. It is a newer type of security while not required is recommended. Your router would have to support this specific protocol. For more information about if your router is able to use this or how to set it up, you may have to reach out to the manufacturer for specific steps.

You can learn more about recommended settings for routers here: Recommended settings for Wi-Fi routers and access points

Enjoy your day.
