If the iPhone is disabled, I hope you had a backup before that happened, because you cannot make one now. To get back into the phone, you need to restore it, which will wipe everything off the phone. If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

If you have a backup of the iPhone and restore to that backup, yes.

You make sure you have an up to date backup then you restore it from the backup.
