Honestly, without seeing what you're doing, I don't think I could say. Maybe not holding them both down at the same time (I find that hard to do). I rarely turn my devices off so, when I do, I generally do it through settings.

Try Settings>General>Shut Down. It's all the way at the bottom.

If you have the new iPad Air 4, you will need to hold the buttons as indicated in your initial post for a few seconds before you see the “Slide to Turn Off” indicator.
