No, the pencil is an optional extra.

does It need to have pencil to use or can draw using finger?
You can draw using a finger, or any simple capacitive type stylus. I have not used the Apple Pencil, so I can’t speak to its use, but it is highly regarded as the best for artists using the iPad.
