As of 2020, can you run IOS apps on an AppleTV ?

Specifically, HelixTv.

No, tvOS needs its own version of apps, separately released by its developers, although that can happen on the same license/app ID as the iOS version.

You could ask those developers for a tvOS version. How to contact an app developer - Apple Support
