To the Apple TV box, a personal hotspot is just another Wi-Fi network to connect to. You would connect in the same way as to any other Wi-Fi network. The Apple TV box wouldn’t know the difference.
As personal hotspots rely on a cellular connection, be aware that mobile service providers have regulations for such use. Consult with your provider for more details. There will be a data cap, there will be a fair use policy, the speed may get throttled down after some time, or it may not be allowed at all. They monitor for this. Also note that TVs often streams in higher resolution that mobile devices, thus using much more data than a mobile device would use, possibly exhausting your monthly plan in a few days.
