Deleting from App Library
The “delete app in library” function doesn’t work. It doesn’t give a delete option when you go into the search field. WTF!

Your profile shows an iPhone 6 with iOS version 12. I am assuming that it is incorrect and that you may be using iOS version 14 on a newer iPhone.
If you search for an app from the SEARCH field in the APP LIBRARY then the only thing that you can do is OPEN the APP. You cannot delete the app when found in the search field in the App Library.
To delete an app, even in the App Library, you can Touch and Hold the app icon to reveal a sub-menu which should have the Delete option.
If you still do not have the option to delete then you may have Screen Time Restrictions set to ON.
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ iTunes & App Store Purchases ➔ Deleting Apps : Set this to Allow.
