Command / R will no longer work to restore hard drive because I accidentally deleted it. .

I was trying to restore my hard drive because I am trading it in for a new one and I think I deleted it all. Now I tried the command /R buttons again but there was a blinking file with a question mark. I tried following the directions with the Command/R buttons and a spinning globe popped up. After some time, a triangle with an exclamation point showed up on top of it saying “apple.com/support -2003F”

what do I do?
