Unable to remove activation lock from Apple Watch

I can’t unlock my IWatch after I changed iPhone. it says it is already paired with my old iPhone but I erased that iPhone entirely (forgot to unpair the watch before doing it though) so now it is not paired with it and it does not let me pair it with the new one. I tried reset manually (press crown button while placed on the charger it doesn’t work either

On a computer, go to iCloud.com and sign in with your Apple ID.

Go to Find Iphone.

Select All Devices, then click your Apple Watch.

Click Erase Apple Watch.

Select Next until the device is erased.

Click the remove button next to your Apple Watch.
