You cannot use Touch ID without a passcode. I am not sure how you got there where you are currently. The only option left, at this point, is to reset the passcode on your iPhone.

You can reset your passcode by following the instructions in this article by Apple ➔ How to reset your passcode on a disabled iPhone. You will need a computer for this task and all your data on your iPhone will be wiped clean in the process.

There is however to use that method, one must be logged into the iPhone with the passcode or Touch ID. In your case, neither are working so you must reset the passcode. To reset the passcode, you will need a computer as outlined in the link that I provided in my response above.
