I don't use TM, but I believe if you want to use TM to restore the system then you need to boot into Recovery Mode, Internet Recovery Mode, or from a bootable macOS USB drive and re-install macOS. Then on first booting into the fresh macOS Setup Assistant will prompt you if you want to migrate from the TM backup.
The best way to do this, is to create a bootable clone of your startup drive using either SuperDuper! or Carbon Copy Cloner to the new SSD. Then simply install the SSD inside the iMac, boot and you are up and running!
